Affiliate Tracking Software

I was curious what other inexpensive alternatives
are out there to CCBill for affiliate management
software that are trusted by the webmaster community.
It is basically for adult B2B webmaster services. I
need one that actually makes the payments to the
affiliate like CCBill. I was hoping to pay less than
the hefty 15% fee or to have to pay thousands of dollars.

Ironic that an open source solution (adcomplete.com) is written on a platform that you generally need a license for (ASP.NET/MSSQL)
