I'm not in the LA area (though I am from there originally). I don't yet know about VHS manufacturing in the area. Pick up a copy of AVN if you can find one - there will be plenty of ads for duplication services.
As for DVDs, you need to have it authored before you can have id manufactured. That end I can handle for you. Contact me.
