or you can start it on your own server, check it out for hosting: http://www.webair.com
I can suggest you to use http://www.wordpress.org for blog on your server,
its easy to install and manage and you can find lots of free plugins for wordpress on the net.

After installing and puttin on wordpress theme you should feed your blog with sponsor rss feeds to get content to it.Comment

Use wordpress. Go download a copy first and choose your free theme at themes.wordpress.net and upload your files onto a reliable hosting like the one I'm using in my sig. If you need more help just hit me up on icq.Comment

You can get one for free at Thumblogger or Sensualwriter or buy a shared account on Hostgator or Dreamhost and get a free copy of Wordpress from Wordpress.org. As far as I remember there is a special hosting plan which comes with Wordpress installation on Dreamhost. You can check this out.Comment
