TGP site

Hey im thinking of creating a TGP site, i just wanna know where to start, and how to get webmasters to give me access to their galleries (the free ones) im nto asking for access to the members only stuff,

I am new to making websites so as far as this goes i have no idea where to start, so any help you could give me would be well appreciated
