Not to be a spammer, but if you need a program capable of producing local thumbnails from a directory of images, I developed such a program a couple of years ago. It's completely free but only works in Windows.

It's called Thumbnailer 1.1 (how ironic!) and it's the fourth item on the page. I don't remember how well-documented it is but it's not hard to use. Hope this helps someone.
