blind links?

i saw some toplist page that said "blind links" are ok

sorry for my ignorance, but what exactly is a blind link

Basically when you don't tell the surfer where they are going, say they click on a photo, and they expect to see a gallery, or at least go to a site that has that girl on it, and instead you forward them to a toplist.
