Enhancing image quality in PS

When ever i look at TGP's they always have really high quality images (but with a small file size) for there thumbs. Is there a certain trick or procedure to bring out brighter, more vibrant colors out of pictures? or any specific filters that are used?

google "color smoothing" and you will find a lot of cool tricks. As far as file size try using imageready or save for web function in PS
