Bandwidth limiter and authenticator program, php driven. Got any reccomendations?

Yo GFY. I need to make use of a program that will do these things. Please let me know if you know of any that do.

1. Keep record of and chart (graphs are nice) bandwidth usage PER member in a members area.

2. Has the power to limit or cutoff any specific user, not IP driven, USER driven.

Thats basically it. I am scouring da inter-web right now. So if you guys can save me a day of research it would be very much appreciated! Thanks!
