WTFS going on. I know there was a PR update last week

http://www.yevt.com/ in my browser (using a FF extension, and the official IE google toolbar) is showing pr0. In most online checkers its PR3.

Have the data centres used in the toolbar just not updated, or something wrong with my toolbar plugins?

I know it doesn't which is why its taken me about a week after the pr update to get round to checking it. It is just nice to know. If you have PR, it is easier to get link exchanges ;)

Pagerank means the page has acquired some recognition.

PR0 can mean two things: Your site is new, or your site was kicked from google. If it's kicked, all this nice google traffic is lost...so, PR doesn't mean much, but no PR at all does.

Untrue. The PR that you are seeing isn't current. I have a PR0 site that has been around for years that gets 800-1000 hits a day from Google. I have PR4 sites that get 10 hits from Google. They are going for roughly the same keywords. Everything that I have seen over the last year or so points to pagerank being totally irrelevant.

I think the age of the blog says more.
Above all you can do your own queries on search engine to see how good/bad a blog is.
