I need/search a script

At first sorry for my english.
I hope you can understand me :-)

I'm new here and have a question.
I'm searching for a script with the following features:

- add videos and galleries
- trading script must be included
-
- other webmasters are able to register and to submit their links
- but the webmasters are only able to submit something when their Ratio is for example over 50 %
- that means the other webmasters must send me at least 50 % of the traffic which I send to their pages

That are the most important features I need.
I know there some scripts which have these features, but I couldn't find them

It would be great if anybody can help me
