How do search engines view link dumps? Can I use link dumps to improve my link pop or do the search engines view such links as spam?

no, dont use link dumps. get quality trades with similiar sites.

As tytyguy said better use some hardlink trades if you're think long term. From my experience linkdumps can help you to get listed on SE's faster but that only last for few weeks and after that sites end up in the sandbox.

If you look at my dump all link are change so they are search engine friendly plus i have a feature to generate my google site map.Not just a trashy dump(in my sig)
