I need help with password protection

Can someone point me to a program that kill passwords that people share?
I am so annoyed with this problem, someone help! I don't know what to search for to find this. Something that only allows 4 IP or something per user/pass combination a day. Does anyone know

i'm currently using pennywize and it costs me an extra $10/month on top of my hosting fee. it works well but i'm thinking about switching to strongbox...i like the one time fee deal!
