screen grab programs?

Any one know of any program out there that will take video screen grabs of an entire video file. Or a better output would be for a program to take a screen grab of a video file every 10-30 seconds.

It is close, but I need program where I don't have to manually choose the frames. Really just auto capture ever few seconds.

PHP can do this rather easily if you're on a linux server with MPlayer.
