You know... some one could do cost per click if they implemented a fraud detection system.
Alot of (mainstream) ad network out there buy on a CPM basis and sell on a CPC or CPA basis. And they take the risk.
What they do is implement a really good fraud detection system and really closely watch the effective CPM -- the eCPM -- they are getting from advertisers.
Of course, you usually need some kind of optimization system to figure out the best ad/thumbnail/whatever to show._________________________
