I'm not sure what exactly you mean by that, but reciprocal linking usually refers to you linking to some site and that site linking back to you.

So what you do is you search the web for sites you would like to do reciprocal linking with and then you link to them on your site. Then you ask them if they want to link back to you (via email or better: via telephone). If they don't want to do that I'd delete the link on your page again.

That's the process of reciprocal linking in a nutshell.
