What's the simplest web page building program?

Hi - my next door neighbor wants to put up a web page with pics of his dog and new car, and a bit about his vacation trip. He doesn't know anything about computers. What the simplest WYSIWYG site / page building program you know?

    Thanks,

                    Surfdog-

I'd recommend Macromedia Dreamweaver, its really not too hard to get the hang of, and you would be better off spending your time with it than any other program... All the other editors (well of course with the exception of a few) add shitty lines of code to your page and... well yuck... Dreamweaver

it's easy to use if you want a simple design, and complex enough for anything more. you'll never lose with it.

notepad is the most basic as it crunches html code, many people use Frontpage and Photoshop to do webpages, frontpage has this ability to put in random html code which can be frustrating . Macromedia have some good programmes like dreamweaver for html content and flash fx for doing good banners etc

                              i hate dreamweaver.
i loved homesite, but they killed it.
                              now i use http://www.editplus.com or
                              http://www.alleycode.com
both very nice. alleycode has wizards, editplus does not
