ok im real new to this and im bout to start a website that well host thumbs linked to gallery's some of the gallery's well be hosted on my host and other well be hosted by my sponsor but all content well be from my sponsor my question is do i need to have a 18 U.S.C. Section 2257 Compliance Notice on each page that has nudity sex acts or whatever if so were can i get this document from?

Yes. Put a link up to your 2257 information on any page that has nudity or sex. Most sponsors will provide you with all necessary 2257 information and documents, contact your rep and ask them.. I'm sure they'd be more than willing to help.
