Dump LINKS ?

Could you explain to me what does the "DUMP LINK" is ? Iam a quite new webmaster, i read sometimes that ppl talking a lot about dump links, submitting dump list , but realy i do not know what it is

link dumps are sites that you submit your links to, basically directories, check out http://www.promotingporn.com for a list of link dumps you can submit your site to in order to increase traffic
