Good thumbnail creation program

I want to make my first TGP and I'm looking for a nice piece of software to make thumbnails.

- preferably freeware
- option to set quality/filesize
- option to set maximum dimension (and nice cropping features)
- works on a group of files (batch mode)

Any help is very much appreciated
