what is better, phpbb is FREE and the other costs money do you have a person preference? I need a forum for a mainstream project, just not sure if phpbb is a waste b/c its free but just dont know.

Personally if you're looking for the second item, I?d say neither. FUDforums would be the way to go there. Then my second choice would be vbulletin, and then phpBB.
As far as administration, I?d listen to these guys, as i don't administer these things on a daily basis. I only really know the second items from numerous installs, and customizations, clients? comments, and all the errors/problems that are in phpBB and vbulletin.
I will say from day to day use when I worked at ARS we were happy with phpBB. However, it never had to scale to large.
Most mainstream companies I work with now days use either vBulletin or FUDforums, not phpBB.
