Starting a paysite

A friend of mine from CA called saying that he and his friend would like to start a pay site. They were asking me for help and advise and though this would be the place to ask.

They will produce the content (photos/videos). They need the rest of the pieces of the puzzle to get the site up and going. Billing (CCBILL, others?), site design and coding, hosting....

What all goes into putting together a desent paysite?
