i am currrently with ccbill for my members page but i am getting many emails that credit cards are being denied....the surfers tell me they don't know why. Which other besides ccbill should i use?

Glo-bill -- they have the best anti chargeback policy by far:
"Most people are honest and so this may not apply to you: Please note that trying to deny that you made a charge (if you really did) is fraudulent and is illegal. When we receive such disputes, this is our Dispute Policy. Again, this applies only to persons who signed up and then pretend they did not.
1. IF YOU TRY TO DISPUTE or DENY a valid charge, your credit card or checking account along with your name and address will immediately be added to a negative database. The negative database is shared by thousands of merchants on the internet, both large and small, and you will not be able to purchase goods or services from said merchants in the future.
2. IF YOU TRY TO DISPUTE or DENY a VALID charge, you will be sent an invoice for the disputed amount by regular postal mail. A copy will also be sent to your bank and credit card company. The invoice will include the following information:
(a) The name of the site you paid to access
(b) Your IP address when you signed up,
(c) The day and time of your signup,
(d) Original charge amount owed plus a $25 fee for dispute processing .
3. If you do not pay the invoice within 30 days, a second invoice will be sent. The second invoice will include the following information:
(a) Access logs detailing when you accessed the site in question and what ISP you used to do so.
(b) Examples of any files and/or pictures and/or video captures of any information you downloaded from the site after gaining your username and password.
4. If the second invoice is not paid within 30 days, your file will be forwarded to one of the 17 collection agencies that we work with on all five continents.
To avoid any of the above, we encourage you to contact us first for any problems with your membership purchase. We have an excellent track record in resolving any problems to see that you are fully satisfied with your purchase.

We now have approval percentages listed for the billers we are currently supporting. They are based on our client's transactions with those billers over the last 30 days. So far, IBill is averaging a bit higher than CCBill.

Many reasons for client credit cards being rejected. If your billing company uses a "security scrub" program, that may account for much of this. It has a 2-edged sword.
Do you want any dickhead with a credit card to have access to your site (might be a minor with dad's card (ya wont get paid here)......a stolen card (or here, either....), or any other possibility where the transaction is not 100% kosher.
You might try lessening the reqs for membership a bit...be forewarned that doing this will prolly result in a "few" more non-payers who scam, but this is a difficult mix to adjust. Good luck to you.Life shrinks or expands in proportion to one's courage.

Crosseyed, you should consider just adding one or two more billers to your lineup. We have a client using CCBill and iBill together and they have seen over 9% recovery of their declines having a secondary biller in place. We would be happy to help you get iBill or Epoch added to your lineup to help you start recovering some of these declines. And, in case one of them is down, your subscribers will always get to a biller that is up.
If you have affiliates we can support them too, across all the billers that we support.

Nice language, However it has no validity in the card association world in regards to issuer processing of chargebacks. The people who read the email confirms are not the ones who typically chargeback.
