Thumb Prog that works

I have galleries with both vertical and horizontal images; and the thumbnails generated for horizontal images using ThumbsPlus are always the wrong size! What's with that? I dont understand the point of this program is if the software cant even create the thumbnails in the size I specifiy.

Does anyone know of a thumbnail generating program that forces the thumbnail size to the dimensions you specify regardless of the image size? Thanks for your help.
