Questions about referral programs

I've been doing a lot of research on referral programs for an idea I've been throing around, and have come to one conclusion: CCBill has, by far, the largest referral program around.

But I'd still like to keep in mind the other players. Lots of these guys have referral programs BASED on CCBill's referral program, but how many other guys actually have good solid programs such as CCBill's?

are pretty huge

Not sponsors, but other companies that run referral systems.

People have made businesses running sponsor sites, but that's not what I'm after. I'm after the companies that actually RUN the referral operations.

Well, no, not even processors. Processors, although perhaps having an affiliate program, are not the only ones that do have an affiliate program.
