Can you do custom mods for Coppermine Photo Gallery?

I'm using CPG 1.3.1 standalone, and need some banner advertising management tied to Category, Subcategory and Album IDs.
Basically, I'll FTP the banners to the server - no upload component is needed.
Each banner needs three things - path to the banner jpg, URL to send the user to, and a line of text to be displayed beneath the banner.
These three items need to be integrated with the Category (and sub-category) and album details editing areas.
If a banner exists at the album level, use that. If a banner exists at the Subcat level use it, or finally, fall back to a banner at the Category level.
The banners need to be shown in only the following places:
In Subcategory view, just below the breadcrumb nav bar and just below the album list.
In album view, again below the breadcrumb nav and below the album images.
In single pic view, below the filmstrip at the bottom.
