too many gallery submissions

I am running a tgp and I am getting more submissions per day than I can look at and certainly more than can be posted. I have a backlog of over 3,000 submitted galleries

What should I do?

I hate to start rejecting galleries based on subjective quality considerations as that might backfire by discouraging webmasters.

Depends on the script your using, first you should send an automatic email to the webmasters saying that your site will not forgotten but since we are getting a ton of submissions we will queue yoursite until we have a chance to review it. Just be honest people will understand, then you can set it up so that people will get an email the day their site is shown on the tpg.

close the submit site until you used all the galleries you have already

It's actually not a bad idea to be behind a little.
You catch alot of cheaters that way.

My advice:
Make your site bigger so you can post more. Work o.t. and invest heavily in stimulants.
