People study this for years to figure out how to get their sites on top. When they do figure it out they never tell anybody. You can pay them $$$ to do it for you though.

searchenginewatch.com is a good source to keep up to date on the latest information about search engines.

Google Page Rank (PR) basically comes down to how many back links your page has. The more links to it, the higher your PR is. Essentially, PR is kind of like an online voting system; every time a page links to your site, a percentage of its own PR is cast towards increasing your PR. Google figures that the more links there is to a certain page, the more important it probably is. So the best way to get a better PR is to work on getting more links to your site, preferably from sites with a high PR.
