I am still having very good luck with <a href=http://www.xfreehosting.com>Xfreehosting</a>. They use tolerable text banners, they are fast and reliable, they point my domains for me, and they allow FTP.

Smutserver is also good, they do all of the above but there have been some very minor speed and reliability issues on server 18 recently. Both times things got fixed pretty quick.
