Does google rotate the top sponsored links? It seems that no matter how much I increase my cpc, my placement changes everytime I refresh the page.

If anyone could help me out with this, I'd appreciate it.

well people specify max amounts they want to spend a day ... so if you post u wanna pay $500 a click, if theres more clicks than your daily spending limit its gonna have to rotate ...
