impression clicks and unique clicks.. whats the difference?

Whoreans,
There are usually two types of clicks, Raw and Unique. Some programs, like moneytree, pay per impression. Impressions can also be Raw and unique.
An impression is when a banner (for example) is shown. Raw impressions are the number of times the banner is shown, unique impressions are the number of times the banner has been shown to a uniqe ID.
For example, if you have a banner on a page, and the page is loaded once by user A. They have a unique ip address, and you get one unique impresssion and one raw impression. If they look at 20 pics on the page, and switch back to that page 20 times, you still only have one unique impression but 20 raw impressions.
The same is true with clicks. If you have a banner and a person clicks on that banner, then you have one unique click and one raw click. If that banner is clicked on ten times by the same user, you have 10 raw clicks and 1 unique clicks.
I would expect to always see raw clicks or impressions to be higher than unique clicks or impressions.
Some programs, have different time limits on when the unique ip is reset. Some are 24 hours, some are 72 hours. That means simply, if user A comes to my site today, I get one raw click from them. If they come back tomorrow, then I do not. I have to wait until 72 hours are up before I can see a unique click from them again.

I have thought about replying to this a few times. Rather than attempt to explain how the internet works, I will just pose a question for you to ponder.
How does anyone online track a unique hit?

What, do you surmise, would be the percentage of users that have cookies disabled? If a user has cookies disabled, does the pay-per-click sponsor or the counter software, just ignore that user? Would that appear to be shaving?
Your response is an excellent one, but it does bring up a myriad of other questions.

I really believe it's based on a unique IP in a 24 hour period. So dial-up etc surfers will be counted a second time. There are even proxy servers that give the surfers a changing IP address while they are surfing (mostly rotates between 2-3 IP's from a different range) - check your server logs and you'll see what i mean...
Maybe most sponsors take x clicks - 30% for non-unique clicks ?
