does this mean that we only get tracked for uniques based on a 3 day period of re-setting?

What it means:
A surfer goes your site, clicks on a link to AP, you make .06. Then returns within 72 hours you don't, because you already got paid for that surfer. However, if he joins, you get credit for that track.
