If you truley want good link exchanges. try this little tidbit. Go to the SE's and link lists and look for similar sites to yours. then then look to see if they have a link script where you can add yours. Or do as I do and write the webmaster an email asking to exchange links. Most will respond.
This is far more productive in the long run then running around to all the bbs and spamming your name all over it just so you might get an exchange or 2.
