Need reliable host for site

Hello :-

Looking for an established, reliable (9's in the uptime department) host for a new concept site, and hoping for some help finding one:

Needs:

Cheap
Apache / MySQL / PHP
Security Comort - i.e., no telnet (SSH / SFTP only), Password Protected Dirs, etc.

My main concern is BW policy. As this is a concept site, and calculating for this is next to impossible, for me anway:

I would like a site allows either the stopping of up/down loading if limit is reached (i.e., prevent any over use charges at all), or allow upgrading to next higher BW plan if max usage is reached without charging for the over usage.

If anyone can help, especially with their experience it would be greatly appreciated.

we actually just launched a setup like that

Most hosting companies will bill you monthly, and will not credit you the bandwidth you did not use (but did pay for) for the previous month. They will even charge you a higher rate if you do over usage.
If you sign up for our prepaid hosting plan we don't bill monthly, instead, you can purchase extra bandwidth when you see that your account is starting to run out.
