Linking other websites

When you start out a site and you want others to notice you, how good is the option of linking to other people's websites and hoping they'll notice you linked them (from their stats) from yours and pay you a visit and maybe consider doing link exchange with you then?

Or is it better to just mail webmasters straightaway and ask them if they'll link you?
Though my experience with the latter is, webmasters of busy websites usually don't respond.
