Business Question About CCBills

Suppose there is a new user and they don't have a CCBill Account yet.
Okay is there any difference or is it basically the same wherever a user creates their first CCBill account?
Does a sponsor get any extras if a new user creates their CCBill account there?
Can CCBill account be registered at places besides a sponsor?
