Generally speaking, is it worth spending the money on trying to pull punters to the site this way?

generally no.......not blind straight to the webcam site, unless your webcam page happens to have big thumbs and free pics like a tgp or babelog

you could do plugrush as suggested above

Banner ads or popunders could well well for you from JuicyAds, but like they said above blind traffic wouldn't be the way to go.
