Can somebody recommend a good photo uploading program with bulk upload feature?

you can do that with wordpress and some plugins
but
if you want something standalone, then chevereto[dot]com is your best option.

its Just for 49 USD on top of that, it has inbuilt api so you can made do uploads via custom coded scripts using api.

if you are looking for script for some hardcore professional use then
sibsoft[dot]net/xfilesharing.html with image mod is the best you can get.

many big file sharing sites using it.
