The site you posted using custom made script,
but if you have tight budget you can start same site with scripts like smartcj[dot]com or inxy-scripts[dot]com
both are free to use with few % of traffic skim.

my personal favorite is inxy-script as it comes in 2 parts, one called as "Feeds" and another called as "Site". so you just install a "feeds" on one site and can access all the data from any site just like a centralized server.
one more plus point of inxy script is it has sphinx search inbuilt, if you dont know what sphinx search is then its a great full text search script. many huge sites are using it.

the only downside i have found in inxy script is it uses innodb for db and this eats the ram pretty high, so you must have like 16+ GB ram in your server.
