It depends how your current link profile looks like. If you don't have existing links then first option is better and second could result penalty.

Lets say I have around 350k backlinks on 160 domains (1 year old site), would option II.) still be punished?

I'm talking here about slowbuilding links (timeline about one year to go ...), that would be around 3 links / day

I would go for first one !! with a pattern.. Not all at once.

There is never guarantee not to get punished, but having already that amount of links from different domains 1000 more shouldn't be a problem especially with the speed that you are planning to use.

One thing that you should take into account is to diversify the anchor text of the 1000 links otherwise you can be hit by Penguin.

Could you be a little more specific when it comes down to anchor text diversify? What % should my "main" anchor text have (50, 60 or even 70%)?
