Well, as you did ask...

Heres a thought. Set up a site like that with say thirty cams viewing different areas... Offer a reward for successful sightings, that lead to an arrest... Say $500...

Of course, its a fake site. The cams are fake, playing a prerecorded loop... Its a long prerecorded loop, that takes into account day and night and midday sun in the timezone, but it looks REAL...

Every 48 hours, on ONE of the cams... There IS activity. For the first month or so, the people that report it, WILL get a $500 reward. If more than one contacts you, the first to report it wins.

The viewers have to give there name and address so they can receive the reward, and you actually DO pay out the money, and post pics of the people who got the reward on the site... (If they are happy to have that done, but the gist s to provide semi verifiable evidence that the site is legit, and the reward does actually get paid...)

Then, a month down the road, when word has spread, change it so in order to report, they not only have to give you their name and address... BUT VERIFY WITH A CREDIT CARD.

The reason you give, is because the site is getting a lot of false reports from children using fake addresses etc are clogging up the system, wasting man-hours, and also, you cannot legally give the $500 to children anyway...

So, after a while, you have loads of people watching, and every 24/48 hours, a slew of people sending you their names, addresses and credit card information...

If you were that way inclined of course...

lost you at the credit card part, why not just put ads on the site? and have them refresh every minute or 2, that should rack up gazillion impressions per day you can sell for decent $$$...

Actually take it a step further and once they have reported their 'sighting'.... Have them prove that they are 'Real Humans and not Computer Programs' by having them fill in a quick survey form or two...
