Are we reading the same story? All I see is that we want (possibly permanent, possibly temporary) basing arrangements.

Exactly...but I think a lot of people are already watching for this "in and out" by the US. I'm just saying it'll be very interesting, I could easily see this as a staging area for a much wider scope of Middle Eastern military action.

I see what you're thinking. It is entirely possible that it could be used for more operations, but the mere fact that we want to have troops there doesn't prove it. It isn't exactly unusual for a country to leave forces behind after a conflict. Let's assume the USA has no intention of going after anyone else in that area of the world; we would still be likely to set up operations there and leave people behind to man them.

There has been an awful lot of talk about Syria, though, so maybe that really is what they have in mind.
