I am shooting a girl/girl scene next weekend with two 21 year olds. They are Busty BBW's and the scene is basically making out and breast worship (tit sucking). I am compensating 500 bucks. 250 a piece. They have no reps, they are amateurs and it is their first time. I like to think that 1/2 a grand compensation for softcore is fair and industry standard. Am I high, low or just right with this price in your opinions.

If they said OK to the price, then it's OK. They can always choose to say no should it be too cheap.
An "industry standard" is relative to where you are and who the models are. I shoot in Thailand for example, you think I should pay "industry standards" here? Of course not. You pay what you pay and they can take it or leave it. If you want to be flexible with your rate, that is totally up to you, but whatever they agree to, is fair. I once shot a girl here for about $12 (yes, you read that right) and she was so happy to get that money, you'd think she won the lottery. Ah, the good old days. Models set their own prices, really. Even if they don't have an agent they know in their head what they're wanting to get paid for what you need them to do.
Depending on how long the shoot is and how involved that's not a bad fee.

In the UK, you can get a girl for softcore film & photos for about £150 an hour, Boy girl for about £200/ £250... Its about the same price ;)Comment

Softcore: $50 to $150 p/hour p/model.
Do NOT pay p/scene for softcore!
