On some ads yes (since 2005 as i know), and i mean google will earn via Adwords (not adsense) on cpm ads...

this instant is just the drop down box when you start typing stuff in? its been there for me for months..

It will take a couple days for Google Instant to be available to everyone on Google.com. Check back soon if you do not see it yet.
