Who does custom CMS based site with design for a fixed amount?

Ok, here's what I need:

One of my sites is generating a good amount of money but is a pain in the ass to update, because it's completely static HTML. So, I'd like it to have a database in the back and a convenient CMS as backend. So, what I need is:

- Open source CMS completely customized for my needs OR custom programmed backend
- Complete transfer/installation on my server
- Full design solution

Basically a readymade site, just waiting for me to add the data. And now the hard part: I can't hire a programmer/designer paid per hour, simply because I don't know how much work it is to get everything done and in the end I'm sitting there with a huge bill, higher than what the site will ever make me.

So, I'd like someone who would go through all the needs with me and doing the job for a FIXED sum. If you can think you or your company could do a job like this, please reply in this thread.
