i see alot of tgp/mgp sites using a script that calls links like this

example.com/dtr/links.php

anyone have an idea?

Looks like a traffic trade script. A lot of different scripts have the links.php file.
I think you can look at the url of whatever site you're investigating, and you can find a webmasters section, or sign-up links where it will say which script it is.

They changed it to be a bit more lenient, but then changed it back when they were banning people last week. But I guess so long as I'm not trying to steal members away from here, it's all good.

I don't own that place, so I don't see how I could be trying to steal anything.
