If you are greedy you would promote them yourself. Since you only get 10% (in reality you RARELY get that amount for long, because they will cut you off in the end) you will need to recruite 10 webmasters who is actually able to send sales. I bet you need to recruite about 50-80 webmasters before you have 10 that send sales.

A - if you are greedy, you spend the time promoting them yourself and make more money

B - if you are lazy(like I am) or unable to succesfully convert surfers to paying customers(like the majority), you use webmaster referral programs

Yes that is true unless you are lucky enough to have a whale signup under you like Fris has But I always try my best to refer other webmasters to sponsors which I use or have used wether they convert with my traffic or not .. I look at it as another money source

I read it correctly

The referral percentage is directly related to the cost of a membership and the percentage paid to the referred webmaster. The webmaster referral is paid out based on those factors.
