What countries can't standard join your webmaster program?

Is there a "standard" ban list for countries? If so, what countries do you block standard?

Well I don't want problems. I prefer blocking those countries in the terms...And when they wanna join, they should ask, and then I can approve them(or not)

The list also has Italy, Denmark, Norway, Belgium...
And there are non-existant countries : USSR, South Kurdish ?!

Eligible countries list would be much shorter
