"" is to match the phrase ... like
"blue widgets" would also be show when someone searches for "large blue widgets"

[blue widgets] is exact so only shown on blue widgets search

FYI you can also do both:

            "blue widgets"
            [blue widgets]

in a adgroup ... different cpc usually

what is the difference between "blue widgets" and blue widgets then?

[blue widgets] - exact match, ad triggers when user typed blue widgets and nothing else

"blue widgets" - phrase match, ad triggers when someone types blue widgets plus other words in the search query

blue widgets - broad match, ad triggers any search query by user as long as words blue and widgets are present
                ......
                eight,eight,two,eight,eight,four,two
                ......
