Since we are mostly a C# shop, i don't have any work for him.

Good, email and ICQ are good. Never spoken to him on the phone, he has been doing PHP since 2002 and developed his own PHP Framework

He is a pure PHP guy, does not want to touch any thing else. He says he is good at what he does so he will stick to that.

Talk to him. He was working for me thought odesk.com which allows you to moniter his work. I am a developer too so i kind of know if some is doing work or fucking around.
