On that picture on that site, the image sparkles, was that done by a program or by hand, if it was a program, what program?

You can do that pretty easy with image ready

That looks like Photoshop 6 or 7. Used the Bursh tool that looks like a spark in combination with the lensflare filter. I would say. The animation could be done in Image Ready.
